The Environmental Compliance Certificate (ECC) is an essential document to obtain before or during a project's operation. What is the Environmental Compliance Certificate (ECC)?

The ECC is an authorization issued by the Ministry of Environment and Sustainable Development through the Environmental Assessment Directorate (DEIE) and the National Bureau of Environmental Studies (BNEE). It certifies that the project meets national requirements for environmental impact assessment and management.


The 6 key steps to obtaining an Environmental Compliance Certificate


✅ 1. Identify the project category

According to Decree No. 2015-454 of July 29, 2015, projects are classified into three categories:

  • Category A: Mandatory Environmental and Social Impact Assessment (ESIA).
  • Category B: Environmental and Social Impact Notice (ESIN).
  • Category C: No study required, but simplified declaration.

    ✅ 2. Conduct the environmental study (ESIA or ESIN)

    The study includes:

  • Project description
  • Analysis of environmental and social risks
  • Mitigation measures and Environmental Management Plan (EMP)
  • Public consultation

  • DGC mobilizes a multidisciplinary team (ecologists, hydrogeologists, sociologists, cartographers) for a compliant and comprehensive study.

    ✅ 3. Submit the file to BNEE

    The promoter submits the report to BNEE, which evaluates its quality. Comments may be issued for revision before approval.

    ✅ 4. Technical evaluation and field inspection

    A commission of experts (BNEE, DGE, sectoral ministries, NGOs) examines the project, sometimes with a field mission.

    ✅ 5. Technical Committee opinion and ministerial decision

    The Technical Evaluation Committee issues a favorable or unfavorable opinion. The Ministry then issues the environmental compliance order.

    Once the ECC is obtained, the company is subject to regular monitoring:

  • Annual reports
  • Environmental audits
  • Compliance with the EMP
